I want to bring my aunt to America from the Philippines as a domestic helper for my mother.?

Is it possible to bring a domestic helper to the states like they do in Indonesia, Singapore etc.... and pay them only $400 bucks? What are the legalities.. and what should I do to start the process? She has over 30 years experience and has already been to the states with her prior boss... taking care of their children in hawaii. As a domestic helper.
